Vitali Šipilov has extensive experience in advising on public and administrative law and representing clients in complex litigation. He has counselled both private companies and public sector entities on intricate matters and disputes involving energy and infrastructure, construction, real estate, taxation, and environmental law.

Vitali has advised renewable energy developers, including offshore wind farms, as well as national infrastructure projects and various state institutions. In 2023, he successfully represented Elering in two cases before the Court of Justice of the European Union (CJEU) concerning renewable energy subsidies. Between 2023 and 2024, he also successfully represented the Estonian Parliament (Riigikogu) in three obstruction-related disputes before the Supreme Court.

His previous tenure at the Office of the Chancellor of Justice provided Vitali with profound knowledge of fundamental rights and the functioning of the public sector. He has prepared legal analyses and provided counsel on complex constitutional matters, including applications to the European Court of Human Rights. Vitali’s key projects include representing 23 local municipalities in administrative reform disputes before the Supreme Court and conducting a constitutionality analysis of the pension reform for the Ministry of Finance.
