The TEGOS team, together with Compass Lexecon – one of the world’s leading economic consultancy firms – participated in the drafting and preparation of a comprehensive plan for the Estonian electricity system’s capacity mechanism for Elering. The aim of the plan is to ensure security of supply beyond 2033. TEGOS provided advice on both state aid and electricity market regulation issues.
As part of the consultation process, an information day was held on 9 October at Elering’s offices, where the background to the plan, the European Union’s legal framework and state aid requirements, as well as the main design options presented in the consultation, were outlined. The plan has now reached the public consultation stage: Elering is inviting feedback from all market participants and interested parties, with a deadline of 12 November 2026.
Triinu Järviste, Partner, Head of Competition and State Aid Practice Group, Co-Head of Energy Practice Group at TEGOS: “The capacity mechanism plan is a very important initiative with regard to the future of the Estonian electricity market and security of supply. We encourage all market participants to play an active role in the consultation and to put forward their views – it is precisely this broad-based feedback that will help shape a balanced and workable final solution that also considers Estonia’s interests and specific characteristics.”
Consultation materials and further information are available on Elering’s website: Plan for the Estonian electricity system’s capacity mechanism | Elering (in Estonian).
