Representing Environment Investment Centre

Representing Environment Investment Centre in shaping and modelling a subsidy system for 50 million EUR to encourage the development of production and use of hydrogen in Estonia.

Advising the Environmental Investment Centre in developing of a new state aid subsidy measure to support the development of hydrogen full production and use chains in Estonia in the amount of 50 MEUR and preparing the respective state aid notice to be filed to the European Commission. The project included offering alternatives for different financing structures and working closely with financial advisors to ensure that the chosen measure was business-oriented and compatible with the Estonian economic climate. TGS Baltic attorneys were also working closely with state authorities, the Ministry of Finance. The case is especially important as hydrogen subsidies are still novel and European Commission guidelines (CEEAG) lack implementation practice. Therefore, we were proud to be pioneers in this field and to set standards and examples to be used in the future in Estonia and the other Member States. The case is also noteworthy for its unprecedented amount of state aid (for Estonia).
