Gregor Saluveer is an associate specialising in public procurement law, with extensive experience in representing clients in procurement disputes, conducting procurement procedures, auditing contracting authorities, and advising on all aspects of procurement regulation.
He has advised both contracting authorities and private sector clients across a wide range of industries, and has conducted over hundred procurement procedures for some of Estonia’s largest public sector entities.
Gregor is one of the most active procurement litigators in Estonia. In addition to procurement law, he also advises on administrative disputes and matters related to intellectual property and IT law, including conducting IP/IT due diligence in major transactions. He regularly assists clients in drafting and negotiating contracts and resolving complex legal issues.
Gregor holds a Master’s degree (cum laude) from the University of Tartu, with a thesis focusing on the legal framework for contract amendments in public procurement—an area he frequently advises on in practice.
