TEGOS advised the Estonian Centre for Defence Investments (ECDI) on the implementation of the largest defence procurement in the history of the Baltic States. Together with the Latvian Ministry of Defence, ECDI concluded a framework agreement for the supply of military vehicles to the armed forces of both countries, with an estimated total value of approximately EUR 693 million.
The procurement marks a significant milestone in regional defence cooperation and was the highest-value public procurement contract concluded in Estonia in 2023.
Our team prepared the procurement documentation and advised ECDI throughout the entire procurement process, from the preparation of the tender documents to the conclusion of the framework agreement. The procurement covered two vehicle categories—vehicles weighing up to five tonnes and those exceeding five tonnes—and included a total of 16 different vehicle types with varying logistical and tactical specifications, payload capacities, and body configurations.
The open procurement procedure attracted approximately ten bidders. Veho AS was awarded the contract for vehicles weighing up to five tonnes, while Volvo Estonia AS and Scania Estonia AS were selected as suppliers for the heavier vehicle category.
The framework agreement has an initial term of seven years, with an option to extend it by a further three years. In addition to the Estonian Defence Forces, procurements under the framework agreement may also be carried out by the Estonian Defence League, the Police and Border Guard Board, and institutions under the Latvian Ministry of Defence.
