Partner and Head of the Energy Practice Group is a top-tier expert in energy law and complex dispute resolution, recognised for her strategic thinking and ability to navigate high-stakes legal matters.
With more than 20 years of professional experience, she has developed deep knowledge of Latvian regulatory policy and environmental law, making her one of the leading specialists in the Baltic energy sector.
Agnese advises and represents public and private energy companies, investors, and state-owned enterprises on a wide range of matters, including project development, ownership and structural issues, regulatory compliance, subsidies, operational matters, M&A, and restructuring. Her practice covers renewable energy projects, gas and oil sector matters, and other energy-related industries.
Agnese has played a pivotal role in large-scale infrastructure and energy projects, including wind farms, battery storage systems (BESS), and cross-border renewable energy investments.
(Recent examples include acquisition and development of Laflora 108.8 MW wind power plant owned by public utility Latvenergo; acquisition and development of Telšia 124 MW wind power plant in Lithuania to be co-located by BESS, owned by Latvenergo; multi-stage support to Green Genius renewable projects, including acquisition and development of major Latvian solar assets; the sale of the electricity generation company SIA Liepāja ESS to NGEN Group to implement a stand-alone grid-connected battery energy storage project).
Agnese is also an experienced and well-regarded litigator. She represents clients before civil and administrative courts, and has acted in white-collar crime cases. Her dispute resolution practice includes high-complexity corporate, regulatory, and public procurement disputes. Agnese has participated in several significant arbitration proceedings – both domestic and international – including matters where she has represented the State.
Her exceptional ability to manage multifaceted cases requiring simultaneous action in multiple directions makes her a trusted advisor for clients operating in dynamic and highly regulated sectors.
