On behalf of the Environment Agency, TGS Baltic developed a holistic legal methodological approach to implement data-driven reporting of forest harvesting information in Estonia.
In order to fulfil the initial task of the analysis, it was necessary to map the reporting obligations of both state and private forest owners with regard to harvesting and forest information, to identify overlaps and possible legal obstacles to harmonise data, processes and reporting, and to avoid additional reporting obligations for forest owners.
In addition, it was necessary to map relevant international and Estonian legislation and to identify relevant risks and threats with possible solutions. A specific focus was the cross-use of data from a real economy perspective.

The Environment Agency is a state agency administered by the Ministry of the Environment, which is responsible for the implementation of the national environmental monitoring programme, the organisation of national and international data exchange on the environment, data collection and analysis, the assessment of the state of the environment, and the provision of weather forecasts, warnings and the monitoring data required for them.
