TGS Baltic analyzed potential retail restrictions on alcohol sales for Tallinn Strategy Center

TGS Baltic advised the Tallinn Strategy Center by conducting an analysis on potential retail restrictions for stores specializing in the sale of alcoholic beverages.

The analysis focused on whether local governments have the legal basis to restrict the sale of other goods in alcohol stores to reduce minors’ exposure to alcohol. It also assessed the economic impact of the proposed measures on specialized retail outlets across different product categories, the proportionality of these measures in achieving the intended goal, and their compliance with both Estonian domestic law and European Union law.

The work provided strategic support for the development of targeted policies aimed at fostering a modern and sustainable living environment in Tallinn.

The analysis was conducted by Indrek Kukk.
