Merko Statyba secures EUR 369 million financing for Lot B and Lot C of Lithuania‘s Rūdninkai military base

Construction of the second phase of Lithuania’s Rūdninkai military base is now fully underway after our client, Merko Statyba, together with its project companies UAB “VPSP B” and UAB “VPSP C”, secured EUR 369 million in financing.

In January 2026, project companies established by UAB Merko statyba signed two separate public-private partnership (PPP) agreements with the Lithuanian Ministry of National Defence for the design and construction of Parts B and C of the Rūdninkai military base.

The project encompasses the construction of extensive military infrastructure, including utility networks, roads, training and exercise areas, administrative buildings, warehousing, maintenance and sports facilities, as well as other supporting engineering structures across the site.

The financing agreements for Part B of the PPP project were concluded with a banking consortium formed by the European Investment Bank (EIB) and AB SEB bankas. The financing agreements for Part C were concluded with a banking consortium formed by the EIB and AB Swedbank.

As part of the project structure, Merko Statyba brought real estate company Kapitel on board as an investor and the future operator and maintainer of the infrastructure. Merko Statyba will retain a 30% interest in the project companies, as well as in the company providing facility management and maintenance services, while continuing to serve as the project’s lead design and construction contractor.

The Rūdninkai military campus will cover an area of approximately 190 hectares. It is one of the largest defence infrastructure projects currently being developed in Lithuania.

The project is being implemented to facilitate the permanent deployment of the German Brigade in Lithuania. It envisages the development of modern military infrastructure that will play an important role in strengthening the security of Lithuania and NATO’s eastern flank.
