TGS Baltic prepared a follow-up analysis for the entrepreneur data card for the Ministry of Economic Affairs and Communications.

The entrepreneur data card is part of the eesti.ee authenticated company view, which displays an overview of the company’s data with the possibility of directing the company to the right service provider’s information system at the right time. The customer wanted the data card to become a smart tool that provides company-valued information and personalized data-based information, with which to manage and develop your company more consciously. As part of the follow-up analysis of the company’s data card, a legal analysis was carried out, which focused on three main analysis questions:

1. What is the legal basis for the exchange of information taking place in the esti.ee information gateway (hereinafter the information gateway)?

2. What are the general regulatory changes needed in the Public Information Act (hereinafter AvTS) and the esti.ee information gateway regulation (hereinafter information gateway regulation)10 in relation to the future solution of the data card?

3. What restrictions related to the protection of personal data must be taken into account when allowing access to information (especially related to employees) in the information gateway, including whether it may be necessary to limit the scope of authorization for certain authorized users?
