TEGOS (formerly TGS Baltic) advised the Ministry of Finance by conducting an analysis of railway infrastructure management and restructuring.
Commissioned by the Ministry of Finance and the Ministry of Economic Affairs and Communications, TEGOS examined the legal aspects of integrating railway infrastructure management and railway transport organization with other modes of transport. The analysis focused on four institutional development scenarios for railway infrastructure management.
The scenarios included evaluating the possibility of merging AS Eesti Raudtee with the Transport Administration, establishing an independent infrastructure company not tied to a specific mode of transport, recreating a corporate group model by merging AS Operail and AS Eesti Raudtee, and maintaining the current model with potential restructuring of specific responsibilities.
