Dr. Paulius Zapolskis is a Partner, Attorney at Law, and Head of the Energy Industry Group. He is a leading expert in energy law, advising both public and private sector clients on complex regulatory, commercial, and transactional matters.
Paulius has deep expertise in oil and gas, including LNG supply and terminal operations, as well as renewable energy projects such as hybrid (wind and solar), storage, waste-to-energy, and biofuel developments.
His work includes structuring long-term supply contracts and guiding clients through project development and regulatory compliance. He played a key advisory role in the development of Lithuania’s first offshore wind park in the Baltic Sea, supporting the Ministry of Energy in shaping the legal framework. Paulius also contributed significantly to the successful implementation of the Baltic States’ long-awaited electricity grid synchronisation with continental Europe – the largest energy infrastructure project in the region to date.
Paulius’ expertise is recognised by international legal directories. In 2025, IFLR1000 recognised him in the “Rising Star” category for project development, while in 2026, Legal 500 ranked him as a “Next Generation Partner” in project and energy.
Paulius holds an LL.M. in European and Comparative Law from Ghent University and a doctoral degree in contract law, underpinning his legal practice with a solid academic foundation. He has also completed professional and academic traineeships at prominent institutions, including the University of Lucerne and the European Commission.
