TEGOS is advising the Republic of Estonia on the development and implementation of mandatory environmental criteria for public procurement in the construction and road infrastructure sectors.
The project, funded by the European Union Cohesion Fund, is the first initiative of its kind in Estonia. It aims to introduce mandatory sustainability requirements for public procurements covering the design, construction and demolition of buildings, as well as road construction. The new framework will significantly influence how public sector construction procurements are conducted and how market participants prepare bids and perform public contracts.
As part of the project, TEGOS supports the State in developing implementation guidelines, training contracting authorities and market participants, and facilitating discussions with stakeholders across the construction sector. The firm’s work also includes assisting with the development of environmental procurement criteria for buildings and infrastructure, including requirements relating to carbon footprint calculations, recycled materials and environmental product declarations.
The project brings together key public authorities, industry representatives and designers to support the transition towards more sustainable public procurement practices across Estonia.
