TEGOS’s lawyers advised the City of Tallinn on an ambitious project to merge the City of Tallinn’s healthcare providers into a single Tallinn Hospital. The project involved three major city hospitals: the East Tallinn Central Hospital, the West Tallinn Central Hospital, the Tallinn Children’s Hospital, as well as the Tallinn Ambulance Service.
TEGOS was involved in the legal analysis and the development of the action plan for the merger.
The advice covered a broad spectrum of legal areas, including company law, public procurement law, tax law, state aid and competition law, as well as healthcare, state and administrative law.
The project is unprecedented as it is the first time in Estonia that large and central healthcare institutions are planned to be merged into a single integrated hospital. Such a large-scale merger is significant in its scale and impact on the healthcare sector, providing a model for future similar ventures in Estonia and elsewhere.
