Environmental Investment Centre advances pioneering state aid measure to strengthen Estonia’s maritime sector

TEGOS advised and represented the Environmental Investment Centre (EIC) before the European Commission in the design and implementation of a pioneering state aid measure aimed at strengthening the competitiveness of Estonia’s shipping and maritime industries.

Developed in cooperation with the Ministry of Climate, the initiative seeks to attract ship conversion and retrofitting projects worth up to €200 million to Estonian shipbuilding and repair yards, supporting investment and long-term growth in the maritime sector.

Tegos assessed the compatibility of the measure with EU state aid rules, providing a comprehensive legal analysis of its compliance with the General Block Exemption Regulation (GBER) and the de minimis framework. We also advised on the need for formal notification to the European Commission and represented the EIC throughout the pre-notification and notification procedures.

The mandate highlights TEGOS’ expertise in designing innovative state aid measures that enable public authorities to achieve strategic policy objectives while ensuring full compliance with EU competition law.
